 Job Summary
The Manager of Estimating & Bidding is responsible for Managing and overseeing Al Toukhi estimating and bidding operations and activities to ensure high quality bids are submitted to clients with competent prices based on client requirements and specifications and in line with Al Toukhi’s estimating and bidding policies and processes


Primary Duties & Responsibilities

  • Ensures the development of strategic goals, business plans, budgets and resources for the Estimating & Bidding function in accordance with Al Toukhi overall strategy and direction
  • Provides direction for the development of adequate policies and processes for the Estimating & Bidding function to maintain efficient operational excellence in order to achieve Al Toukhi overall strategic goals
  • Promotes accountable environment with clear and defined employees’ responsibilities, authorities and accountabilities
  • Aligns and updates the Estimating & Bidding function’s strategic goals with Al Toukhi’s overall strategic goals and ensures mechanism of achieving these goals
  • Assists Al Toukhi President/BOD in carrying out bid decisions and final bidding price
  • Recommends and provides strategic and tactical technical and financial advice to the opportunity leaders and estimating & bidding teams
  • Manage the estimating of cost and bidding price for components of opportunity (materials, labors and equipment) based on RFP documents and provide the guidelines
  • Oversees activities undertaken in coordination with the relevant departments (i.e. Procurement, Design & Engineering)
  • Ensures bid clarification and queries from clients and consultants are addressed
  • Ensures the development and update of estimating & bidding checklist based on international and local standards, and previous lessons learned covering all the estimating & bidding aspects (i.e. Design & Engineering, Procurement, Cost, Pricing, etc) 
  • Ensures all comments and recommendations of respective departments are reviewed and considered, as applicable
  • Good Knowledge in pricing, risk evaluation, cost control and documentation
  • Analyzes unsuccessful bids to identify corrective measures to improve the overall bidding process
  • Oversees employees’ performance evaluation processes, carries out disciplinary meetings, and recommends salary adjustments, rewards and promotions based on performance appraisals
  • Provides guidance and leadership to the employees of the Estimating & Bidding function to ensure effective and efficient flow of work and ensures that all employees recognize their fundamental role in the department

 Education and Experience

  • Ten years experience in contracting business, Minimum 5 years actual experience in tendering department in reputable company (Similar to Al Toukhi) in Electrical or Electro-mechanical contracting company
  • Masters / Bachelor’s Degree in Electrical & Mechanical Engineering is must
  • Fluent in English - Spoken and Written
  • Arabic nationality preferred
  • Leader type to manage the meetings with clients
